Del barrio Nuevo Abasto a Cantilo: Polémica por la desviación de fondos por $44 millones

En 2016 el gobierno Nacional envió, a través de un convenio $149 millones para realizar obras en el barrio Nuevo Abasto que abarca 520 a 529 y 213 a 217. Ahora quieren utilizar $44 millones para las obras de avenida 51 de 4 a 6 y el Centro Comercial Cantilo.

El Concejo Deliberante trató, pero no aprobó, la adenda del Convenio entre el gobierno Nacional y la Municipalidad de La Plata para realizar obras viales, luminarias, plazas y una red de agua potable y cloacas en el barrio Nuevo Abasto. El proyecto se realizó en 2016 pero ahora el deliberativo tiene que aprobar una adenda ya que, de los $149 millones destinados para dichas obras, quieren utilizar $44 millones para el proyecto de peatonalización de avenida 51 de 4 a 6, en la etapa 1, ($15.175.992,25) y el Centro Comercial Cantilo ($28.840.718,37).

La polémica estalló ya que, desde el oficialismo, esgrimen que “no se pueden realizar las obras cloacales» porque “hay que hacer una nueva planta de efluentes”. Y, según detalló el presidente de la comisión de Hacienda, Julio Irurueta, “para no perder los fondos, es que se quieren reutilizar” en las obras mencionadas.

La sesión tomó calor ya que los vecinos del barrio se hicieron presentes en la sesión y le gritaron al oficialismo. Además entregaron un documento a cada uno de los ediles donde “repudiaban” la adenda.

“No hicieron una puta obra y gobernaron más de 25 años”, afirmó el concejal de Cambiemos, Javier Mor Roig, quien se dedicó a tirar chicanas a la oposición.
Por su parte, desde Unidad Ciudadana, Gastón Castagneto detalló que “los vecinos del barrio nos decían que estaban esperanzados que lleguen las cloacas y no le podemos decir que va a pasar”, además agregó que “tenemos una propuesta para que las obras se puedan hacer. Investigamos, y al parecer con sólo $10 millones o menos se pueden hacer las cloacas, y además mejorar el tratamiento del agua de los más de dos mil vecinos a través de la Cooperativa. Queremos explicaciones, no es viable que la plata vaya a otro destino, tiene que ir a eso”.

Por su parte, la concejal del FpV-PJ, Lorena Riesgo, indicó que “el presidente de la Cooperativa me dejó una nota que dice que lo que se habló en la comisión de hacienda no era así, que en realidad con una inversión de menos de $10 millones podía desarrollar el tratamiento de las cloacas. La Municipalidad los quiere poner para la puesta en valor de la calle 51, y están decidiendo dejar a toda una localidad sin cloacas”.

La edil Victoria Tolosa Paz también fue muy crítica con la adenda: “Hay falta de seriedad del manejo del dinero público. Se llevan el sueño de un montón de familias. Podrían haber trabajado con la Cooperativa para que la planta trate los efluentes cloacales y no lo hicieron”. Y finalizó: “Nunca se animaron a tanto, a sacarle agua y cloacas a un barrio como Abasto”.

El oficialista, Julio Irurueta manifestó que “según la ong TECHO, en La Plata hay 162 barrios precarios que no tienen cloacas, ni luz, ni agua, ni calles, ni nada. Bienvenida la discusión de debatir obras. Cuando asumió Bruera había 86 asentamientos y dejó la gestión con 162. En ese gobierno se discutía en qué lugar físico se iban a asentar, esa era la discusión que se daba antes”.

Respecto de la reutilización de los fondos indicó que “fue para no perder los fondos de Nación. ¿Por qué ese dinero no podíamos utilizarlo dentro de Nuevo Abasto? Porque hacer un proyecto llevaba mucho tiempo, mínimo ocho meses. Entonces, cuando la Cooperativa esté en condiciones retomaremos los fondos del gobierno nacional nuevamente; mientras tanto seguiremos haciendo estas obras”.
